Supporters on Zoom and in-person explained housing and job plans, and the panel relied on those commitments in conditioning the grant.
Chairman Barra and other members said the board would release Turner only upon verified acceptance by the Servant Heart program and asked the program to provide regular reporting. The panel emphasized that failure to complete the program or to comply with conditions would result in revocation and a return to custody.
