Commission approves downtown tattoo shop with expanded hours, adds bike-rack condition

The Fayetteville Planning Commission on July 14 approved a conditional use permit for Moth and Dagger Tattoo and Piercing at 223 East Seventh Street and amended the permitted hours to 9 a.m. to 9 p.m.

Planner Donna Wansauer said the site is in the Downtown General district and that the space is about 1,200 square feet; the applicant anticipates three initial artists and wants room to add more. Wansauer recommended approval with conditions and suggested a bike rack to support customers arriving by bicycle or micro-mobility.

Applicant Colleen D’Antoni, who said she previously had the use at that address and that the prior approval had lapsed, told the commission the studio anticipates eight to ten clients per day on average with a maximum of about 50 clients on the busiest days, and that the business will begin with three artists and room for expansion. D’Antoni agreed to install a bike rack and to the 9 a.m.–9 p.m. hours when commissioners asked whether earlier or later hours might be needed.

Commissioner Warner moved to approve CUP 2025-027, amending condition 2 to set hours from 9 a.m. to 9 p.m., and to adopt the other staff conditions; the motion passed on roll call. The conditions include compatibility with adjacent properties and the installation of a bike rack.

The applicant said the business expects no hardship in providing a bike rack and that the owners want flexibility to grow by adding artists while maintaining compatibility with the surrounding downtown businesses.
