Sheriff seeks on-site IT technician through NetStandard contract addendum

Undersheriff Matt Kelly told the Miami County Board of County Commissioners during a July 2 study session that the sheriff’s office wants to turn an existing budgeted part-time IT position into a contracted on-site role with NetStandard.

“This discussion today is to have an on-site IT personnel,” Undersheriff Matt Kelly said, explaining that current remote support can leave the office waiting weeks for an in-person visit. He said the county could “slide that over into a contractual agreement with Net Standard” at the same flat expense to secure someone on-site two days a week who would have broader access to NetStandard systems.

Kelly said the contracted technician would be a “higher level” than what the county could hire under the current part-time position and would be able to troubleshoot physical equipment that requires hands-on work. County finance staff said the part-time position is funded in this year’s budget and those funds could be reallocated to a contract.

Commissioners asked about contract length and cost escalation. Kelly said NetStandard had proposed a 90-day, month-to-month term but that he would ask whether NetStandard would agree to a three-year agreement at the same rate with a 90-day termination clause. Later in the meeting Kelly confirmed that NetStandard will do a three-year agreement at the same rate.

No formal vote was recorded at the study session. Commissioners directed staff to draft an addendum to the county’s existing NetStandard agreement and to seek written confirmation of a three-year rate lock with a 90‑day termination option; staff indicated they could have an answer before the study session ended.

If adopted by the commission, the addendum would use funds already budgeted for the county’s part-time IT position to pay NetStandard for two days per week of on-site support.

The discussion distinguished between remote support and on-site troubleshooting needs and noted CJIS/KBI security separations used by the sheriff’s office that limit cross‑company access. Commissioners and staff requested a written term for the rate and any escalation so the county can budget appropriately.

Staff next steps: ask NetStandard about a three-year term at the current rate with a 90-day termination provision and prepare contract language to be considered on the regular agenda.
