Chehalis — The City Council on July 28 approved a consultant supplemental agreement with Gibson-Olson for construction management of the Louisiana Avenue grind-and-overlay project not to exceed $66,295.
City staff said the Transportation Improvement Board will provide $59,665 of the amount (about 90%) and the city will provide a 10% match of $6,629.50 from the Transportation Benefit District (TBD). The staff presentation described construction management work as on-site inspection, staking, testing and help with grant procurement and closeout paperwork.
Councilmembers moved and seconded approval of the supplemental agreement; the motion carried by voice vote. Staff said Gibson-Olson had previously been selected for design and will provide construction oversight to ensure the contractor meets specifications and that TIB reporting requirements are satisfied.
Background: the Louisiana project’s construction contract was previously awarded to Lakeside Industries. Staff said the TIB pavement-preservation program typically funds a larger share of engineering and construction management for cities of Chehalis’ size compared with some sidewalk grants.
