The Muscatine County Board of Supervisors reviewed fiscal year 2024–25 end fund balances and approved a series of resolutions transferring money among county funds on July 28.
Administration staff advised the board that the General Basic fund ended the fiscal year with an approximate balance of $1.8 million and recommended transferring $1 million to the Capital Projects fund to preserve a target fund balance percentage. Supervisors approved a resolution to transfer that funding to capital projects.
The board also approved multiple other transfers by roll call, including amounts into the conservation equipment reserve, storage preservation commission fund, and transferring ARPA Recovery Funds into the Capital Projects fund. County staff said the ARPA funding balance is now “nominal,” with an estimate of about $300,000 remaining for one open project (a community foundation housing project) that must be expended by December 2026.
Officials discussed a legacy Debt Repayment fund established around 2010 and said its purpose has narrowed after debt refinancing. Presenters suggested the board could consider reallocating those reserves in the future to reduce higher‑cost debt or fund building maintenance instead of retaining a large unrestricted balance. County staff said the Muscom radio/communications lease with Motorola represents higher‑cost long‑term payments and could be a target for using reserve funds to retire higher‑cost debt.
Supervisors approved the resolutions by roll call; roll‑call votes were recorded for each resolution in the meeting record.
