The Daytona Beach Building Board upheld a condemnation order for 645 McCormick Avenue and ordered the property demolished within 60 days unless the city proceeds sooner.
The board acted after building inspectors showed photographs documenting roof failure and temporary tarping at the address dating back to 2019 and as recently as May 30, 2025. John Cecil, building rehabilitation inspector, told the board, “These pictures were taken on 08/23/2019,” and described repeated roof damage and tarps that “wind has come through and taken off at the time different times.”
Why it matters: board members said the structure is unsafe for occupancy and the city must clear hazards or remove unsafe buildings. Anthony Jackson, deputy city attorney, told the board the new owner “stipulate[s] to these facts and agree to … do a demolition,” and asked the board to deny the appeal and order demolition. Owner Karen Morgan confirmed she inherited the property and told the board she has contracted someone to perform the demolition and that a permit application is in progress.
Inspectors presented a sequence of photos showing a left-side roof breach, a temporary roof placed in 2023 and still covered with tarps in 2025, and discoloration of the framing consistent with long-term exposure. John Cecil summarized for the record that the condition had not improved between the earlier and later photographs.
After staff recommended denial of the appeal and a 60-day compliance period, a motion to uphold the condemnation and require the owner to demolish within 60 days carried; members voted “aye.” The board recorded no individual roll-call votes on the record beyond the verbal aye vote.
The board directed staff to follow up with the owner on permitting and demolition logistics. Anthony Jackson noted that if the owner does not act, “of course, the city would be able to come in and … demolish it tomorrow.”
The order and follow-up instructions will be memorialized in a written decision to be issued by staff and mailed/emailed to the owner for use with contractors and lenders.
