The City Council on July 28 approved awards for multiple park projects tied to the 2021 bond referendum, selecting Integrated Construction and Nobility LLC (ICANN) for construction and approving associated tree care and utility relocation contracts.
Director of Parks and Public Works presented a value‑engineering process that identified about $900,000 of cost reductions and allowed the city to package multiple projects — Union Hill, Old Rock, Wills Park Equestrian and Wills Park Recreation — to fit available bond proceeds, impact fees and private matching funds. The recommended construction contract to ICANN totals $17,020,895.58. Staff also recommended engaging Bartlett Tree Experts for specimen tree care ($306,932) and allocating $238,228.94 for utility relocations and connections.
Councilman Hipes praised staff for extensive line‑by‑line value engineering and consolidation of projects to achieve budget goals; council approved the procurement unanimously.
Staff will manage construction schedules, utility coordination and tree care contracts and report progress to council through the capital project process.
