County staff recommend final approval of Broker RV Park binding site plan after conditions met

County planning staff told commissioners on July 21 that Broker RV Park’s final binding site plan in Carlsberg has satisfied its 27 conditions of approval from a July 19, 2023 decision and that staff recommends the board sign the final mylar.

Staff said the 20-space RV park completed required earthwork and infrastructure, is connected to PUD water and sewer, and implemented an agreement with a neighboring school to install a fence at the shared property line in lieu of a landscaped buffer the school opposed. Staff described on-site landscape plantings and an irrigation system for Highway 101 streetscape areas as installed and subject to monitoring as they mature.

Commissioners and staff discussed traffic concerns near school-release times; staff said the park will have an on-site manager who can advise guests on local conditions to reduce peak conflicts. Lighting at the park was described as limited to down-shielded fixtures at restrooms; staff said that would minimize light spill.

With no outstanding issues raised by commissioners, the board agreed to sign the final mylar following the regular meeting the next day to record the binding site plan.
