Committee flags quorum rule as obstacle to remote participation; no change made

Members of the Capital Improvements Plan Advisory Committee discussed a longstanding quorum rule Wednesday that requires a physical quorum in the meeting room and limits counting remote attendees toward a quorum.

Committee members said the rule, reinstated after pandemic-era changes, creates practical challenges for scheduling and for members who participate remotely. One member described the constraint as "a real challenge," and another pointed to the Regional Planning Commission’s practice of explicitly confirming an in-room quorum before important votes.

The committee did not alter the rule at the meeting. Members suggested, as a next step, that they or staff might ask elected officials or relevant legislative bodies whether the town’s rules could be reconsidered to allow hybrid quorum arrangements in future. The discussion reflected operational concerns rather than a formal recommendation to change town policy.

The committee proceeded with its agenda and votes after confirming a physical quorum was present for actions that required roll-call votes.
