Bob Armstrong was elected president of the Allen County Council for 2025, and Paul Lligemann was selected vice president after a 4-3 vote during the council's Jan. 6 reorganizational meeting.
The nominations began with a council member saying, "I nominate Bob Armstrong for president for 2025." The council closed nominations and voted, with the president vote recorded as "Passes 7 0." For vice president the council voted for Lligemann, with the motion recorded as "Passes 4 3."
The council confirmed minutes from its Dec. 11 meeting after a motion to amend the minutes to remove an appropriation within CEDIT fund 329 for placement on the next regularly scheduled meeting. Council members debated the timing of such appropriations; one member said pushing appropriations off "provides absolutely the most transparency," while another argued those items belong in the budget season to avoid recurring delays. The motion to pull the commissioners' CEDIT appropriation request passed.
Council members completed several board and liaison appointments. Dan Gabbard was reappointed to the Board of Zoning Appeals. The council approved a motion allowing a council member named Kinney to step down from the redevelopment commission so a newly elected member, Lindsay, could take that seat. The council also moved to have the council president fill the Community Corrections Advisory Board and the J-RAC liaison roles; after a brief procedural omission the appointments were retaken and approved, recorded as passing seven-zero.
Members discussed meeting time preferences for 2025. Several council members argued for evening meetings to accommodate public attendance; others cited efficiency, staff overtime and security costs as reasons to favor morning meetings. The council ultimately maintained the 2025 meeting dates as previously set; the next regular meeting was scheduled for Feb. 12 at 5:30 p.m.
