At its Jan. 6 meeting the Allen County Council voted to pull a commissioners' request to appropriate $11,597,000 from the County Economic Development Income Tax (CEDIT) fund 329 for placement on the next regularly scheduled meeting.
Council members debated the timing and transparency of those appropriations. One council member said CEDIT appropriations should be discussed during the budget season so affected entities can "make their case," while another council member said the council's role as the fiscal body is to ensure taxpayers receive a return on those dollars. After discussion a motion to pull the commissioners' request for $11,597,000 passed.
Separately, the council approved an appropriation to the Community Corrections (IOC reentry/PSE fund). The motion was recorded in the transcript as: "I make a motion to approve the appropriation within the IOC reentry PSE fund $8.52 of $10,500," and the vote was recorded as "Passes 7 0." The transcript language for the motion contains the original wording provided by the mover.
The council also approved a transfer into the workers' compensation and police pension (CCP) fund for a total of $4,750,000. A council member moved approval, which passed unanimously as recorded in the minutes (recorded as "Passes 7 0"). County staff said the county ended the year with a general fund balance near $50,000,000 and noted that health insurance claims rose in 2024, with total claims over $15,000,000 that year.
Clerk/auditor staff committed to sending detailed financial reports for 2024 and 2025 to council members later in the week. Questions were raised on whether increases in health claims were driven by a higher number of claims or rising medical costs; staff said they would check with HR and provide a breakdown.
Actions recorded: motion to pull commissioners' CEDIT appropriation request for $11,597,000 — passed; motion to appropriate IOC reentry PSE fund (motion text as spoken) — passed 7-0; motion to approve transfer to workers' comp/police pension CCP fund totaling $4,750,000 — passed 7-0.
Members asked for more detailed breakdowns of workers' compensation and health insurance claims by department; county staff said such reports are maintained and will be distributed.
