Commissioners press for progress on Steamboat area plan and question urban growth boundary review

Commissioners discussed the Steamboat area plan and whether the county’s urban growth boundary (UGB) should be revisited. A long‑serving commissioner said the planning effort, started in January 2023, has progressed slowly and has not produced measurable results toward affordable housing goals.

That commissioner urged the planning committee and staff to accelerate work, said student research contracted earlier produced helpful data but not implementation, and suggested excluding certain areas outside the UGB from the plan to streamline progress. Other meeting participants noted that some community stakeholders have asked whether the UGB is still appropriate and that public outreach was intended to surface that question.

Staff said the area‑plan coordinating committee had recently met and that follow‑up questions to the county were being addressed. Commissioners reiterated that some areas — for example, Strawberry Park and South Valley — have been widely treated by the community as off limits to UGB expansion, and that any reexamination could become politically contentious.
