Board amends IT services IGA with Belvidere: two-year, $140,000 contract with cybersecurity training clause

The Boone County Board on July 31 amended and approved an intergovernmental agreement (IGA) with the City of Belvidere for IT services: a two‑year contract at $140,000 per year, set to begin in May 2026, and including a requirement that the citys employees complete cybersecurity training arranged through the county. The board also added that the City of Belvidere must pay its portion of any additional cybersecurity training costs.

Board members and staff said they negotiated the $140,000 figure after reviewing service needs and expected ticket volumes and recommended a two‑year term to preserve flexibility as technology needs and staffing demands change. Board member Josh Shoemaker (via email) had recommended a target near $140,000 and urged including end‑user cybersecurity training as standard practice; the board adopted that recommendation and directed the agreement to require the city to pay its share of the training cost.

County staff said they would start the IGA on May 1, 2026, as a courtesy to the city so the municipality can budget for the expense. The board also noted that if IT demands increase materially during the contract, the parties may revisit the fee or staffing needs at renewal. The agreement will be implemented by the countys IT and administration departments working with Belvideres staff.
