School board accepts executive limitations on asset protection and emergency succession

The Clarksville-Montgomery County School Board accepted two policy-monitoring items on asset protection and emergency superintendent succession, each by unanimous 6-0 votes.
Executive Limitation 6 (asset protection) was presented as having eight compliance expectations. The board packet described requirements that include an annual property appraisal and inventory, bonding for employees who handle material amounts of funds, a preventative maintenance program for facilities and vehicles, equipment maintenance tied to staff training, and adequate professional liability insurance. The presentation stated that "the most recent audit conducted by the state comptroller's office resulted in financial statements being in accordance with generally accepted accounting principles and there were no material weaknesses or significant deficiencies identified."
Executive Limitation 7 (emergency superintendent succession) was presented as a single compliance expectation to protect the board from the sudden loss of the director of schools. The policy requires that no fewer than three other executives be familiar with district issues and processes; the presentation named four designated executives: the chief human resources officer, the chief of staff, the chief communications officer, and the chief academic officer.
Motions to accept EL6 and EL7 were made and seconded on the record; both passed 6-0. The board did not record amendments to either limitation during the meeting.
