Effingham County commissioners awarded the construction contract for the Gateway Parkway Extension project at their Aug. 5 meeting, confirming a major new roadway that will connect Hodgville Road to the Effingham Parkway and include substantial water‑main work.
Project and procurement: The contract covers a roughly 4,800‑foot (linear) new three‑lane roadway, drainage improvements, and approximately 5,100 linear feet of 20‑inch water main with associated infrastructure. Five bids were opened publicly; JW Oliver Construction submitted the lowest responsive and responsible bid. The county’s engineer and design firm (Hasikay Bell) will administer construction oversight.
Why it matters: The project aims to improve east‑west connectivity and provide additional capacity for residential and commercial traffic in southern Effingham County while supporting planned industrial and residential growth in the corridor. Commissioners said the road will help move traffic off older local roads and provide an alternate route for school and commuter traffic.
Funding and administration: Staff said the project fits the county’s capital program and that the county is finalizing reimbursement and development‑cost agreements with local developers and the industrial development authority (IDA) so the county can progress construction ahead of some private development. The contract includes a 10% performance bond requirement for materials and systems review.
Timing: Construction is expected to proceed this fiscal year; staff indicated a completion target that would coordinate with planned site development in adjacent industrial areas and school traffic patterns ahead of the next school year.
