Commission pauses CRA-related decision amid questions over BizLINK funding; city attorney corrects earlier memo

At the end of the meeting commissioners discussed a controversy involving BizLINK and the Community Redevelopment Agency (CRA). Concerns include whether public CRA funds or private charitable funds were properly used and whether BizLINK operates as a nonprofit or for-profit entity. The City Manager said staff will pull the matter back for review so the commission and CRA board can consider the "ultimate facts" before taking further action.

Deputy Mayor Gibson explained that a previously reported $50,000 contribution was incorrect and that a charitable donation of approximately $9,055 came through the GiveWell Community Foundation from a named fund; he said that contribution went to the CRA for an architectural design grant related to a Lincoln Avenue building façade—not to BizLINK. Gibson said confusion stemmed from a city memo that unintentionally used language applicable to a different nonprofit program and that the city attorney acknowledged the error.

The city attorney told the commission that recent state legislation will also require local code revisions for final-plat approvals to be handled administratively, and that board responsibilities may shift as statutes change. Commissioners emphasized the need for the CRA to deliberate using accurate, vetted information. The City Manager said staff will assemble the factual record and bring the issue back to the CRA/commission for a decision.
