The House Transportation Committee on June 17 voted unanimously to report House Bill 316 out of committee and recommend its passage to designate a portion of Chillicothe Lancaster Road near Amanda in Fairfield County as the Master Sergeant Norman Michael Kilbarger Memorial Highway.
Representative LaRae, sponsor of the bill, told the committee that Master Sgt. Norman Michael Kilbarger was born in Lancaster in 1921 and served more than 21 years in the U.S. Army, including action in World War II, Korea and Vietnam. LaRae said Kilbarger received the Bronze Star and the Silver Star for his actions on Feb. 13, 1951, while serving with Battery B, 15th Field Artillery Battalion, 2nd Infantry Division near Hongseong, Korea.
"His cool and accurate delivering of the return fire destroyed at least one enemy machine gun and silenced the fire of several snipers," LaRae said. The sponsor described additional acts in which Kilbarger helped evacuate wounded men and exposed himself to enemy fire to protect others.
After sponsor testimony and brief committee discussion, Vice Chair Daniels moved that the bill be favorably reported and the clerk called the roll. The committee's vote was unanimous; the chair announced the bill was "reported out of committee and recommended for favorable passage." Committee members were reminded to sign the report before the clerk's office cutoff.
The bill as presented is a road-designation measure and does not create a program or appropriate funds. The committee did not identify implementation costs. The measure will move to the full House calendar for further consideration.
