PLUMAS COUNTY, Calif. — The Plumas County Behavioral Health Commission on Aug. 6 voted to finalize a draft letter to encourage community partners to take a county stakeholder survey that will inform the county's upcoming Behavioral Health Services Act (BHSA) three‑year program and expenditure plan. The commission approved the motion by voice vote.
The letter, read aloud during the meeting, urged community partners, staff and clients to provide input that will help the county identify service gaps and priorities for prevention, early intervention and other BHSA‑funded programs. The person who read the draft said, “Plymouth County Behavioral Health and Plymouth County Behavioral Health Commission invite you, your community partners, staff, and clients to participate in an important survey as part of our ongoing efforts to shape and strengthen local behavioral health services,” and agreed during discussion to change the wording from "invite" to "encourage." The reader also said the letter would be signed by the commission chair on the commission's behalf.
Commissioners discussed practical details for distributing the survey. Commissioners and staff said a QR code and a SurveyMonkey draft already exist, but the free SurveyMonkey plan limits responses to 25; the group discussed sharing an existing county Microsoft Forms account or partnering with another county department to avoid subscription costs. Christie Tucker, a behavioral health staff member who advised on outreach, offered to use the county letterhead and template for community outreach.
The commission also decided, for logistical ease, to have the letter signed by the chair rather than obtaining signatures from every commissioner. Commissioners approved a motion to finalize and distribute the letter; the motion passed on a voice vote.
The letter is intended to support development of the county's BHSA three‑year plan and expenditure priorities by collecting input from service recipients, families, providers and other stakeholders. Commission members said they will circulate a PDF of the signed letter and use it in outreach to service clubs and partner organizations.
Next steps: staff will place the final letter on behavioral health letterhead, produce a PDF for distribution, post or share a QR code for the stakeholder survey and explore use of an existing county Microsoft Forms account or a partner department's subscription to host the survey.
