Public comment at the June 17 technical review meeting focused on a pending tentative map (TMDash25Dash002) to convert an 18-unit townhome development at 720 Hardy Way into separate condominium units.
“For the record, just that we're checking into the Master Association. We want to make sure the members were notified,” said Bono, who identified concerns about how properties had been annexed into the Mesquite Masters homeowners association. Bono told the council that the HOA’s membership rolls appeared to have grown from about 1,800 to 4,000 properties in the last year, and that some annexations may have occurred without a 51% member vote.
Bono asked the city to confirm whether the HOA letter required for the tentative map should be present and whether prior annexations were done properly. A staff member replied that if the property has not been annexed into the master association, then an HOA letter would not be required for the tentative map. That staff member also said the 18-unit conversion itself does not by itself annex property into the master association and that the city’s role is limited: “We're taking an 18 unit townhome development and separating those 18 units into condominiums,” a staff member said.
Bono said they had done “quite extensive research” and requested the city look into the history of annexations and the required member votes. The staff member replied they would study the issue and “bring it back to you next week.”
The tentative map item (TMDash25Dash002) was on the technical review agenda for discussion at the next regular meeting; council did not take formal action on the map at the June 17 tech review session.
