Once the state receives the plan of services, it has 20 days to respond; after that response the city may schedule public hearings for formal annexation action. Pierce emphasized this authorization is not approval of annexation itself but enables submission of the plan to the state.
A council member moved to accept the municipal annexation plan of services and authorize the mayor to sign; the motion was seconded and passed with all members in favor, recorded in the transcript as seven yes votes.
