Council approves Millville annexation despite creating a small unincorporated island

The Cache County Council approved Resolution 2025-29 to agree to a Millville City annexation of roughly 1.29 acres that will create a small unincorporated island on the west side of 100 East south of Millville.

Why this matters: Municipal annexations that create unincorporated islands raise questions about services, taxation and maintenance responsibilities for small areas cut off from the city.

Angie Zenderquist, interim director of development services, told the council the annexation parcel totals about 1.29 acres and includes a portion of a split-jurisdiction property, an adjacent small parcel and the county road frontage along about 210 linear feet. Under state law, an annexation that results in an unincorporated island must be presented to the county council for agreement or for the council to file a protest.

Staff said the county engineer had no objections; Millville had given an initial acceptance but had not yet formally finalized the annexation. Council members asked whether property owners had been invited to the annexation process; staff said annexation cannot be forced on property owners and that property owners must accept it. Council members also noted differences in taxation and emergency provisions for isolated parcels and discussed concerns about municipal maintenance responsibilities for the road.

Action taken: The council voted to suspend the rules and approve Resolution 2025-29, with a councilmember noting Millville will take full responsibility for the road frontage included in the annexation.

Staff presented maps showing the proposed island and explained the parcels affected. The council's approval allows Millville to proceed with the annexation process.
