The Development Review Committee on Aug. 13 reviewed three special-event permit applications for fall gatherings in Apopka and discussed logistics including parking, tents, security and alcohol service.
The first proposal, for Postpartum Support International, is a run/walk planned for Saturday, Oct. 4, from 10 a.m. to 1 p.m. around the walking trail near the pond. Staff said the applicant expects about 50 people, will use tables and chairs inside the large pavilion for the start and finish, and will use complex parking between Gates 2 and 3.
Committee members then reviewed the returning Star 94.5 Heart and Soul Festival scheduled for Saturday, Oct. 11, with gates opening at 10:30 a.m. and performances beginning at 4 p.m. The applicant estimates about 3,000 attendees and plans food trucks, merchandise vendors, 10-by-10 vendor tents and a 20-by-20 tent for VIPs near “The States.” The festival will include alcohol; organizers told the committee they will hire a private security company (the company had not been identified at the Aug. 13 meeting) and off-duty officers. Staff said Gate 5 will be used for overflow grass parking and parking attendants will help manage that area.
Lexi, a DRC staff member, asked the organizer to ensure “through the vendor that their security is…not armed.” A staff presenter said the DRC would remind the organizer; departments raised no other objections.
The third permit covers the Rotary Club of Apopka fall festival at Kittlea Nelson Park, using Edwards Field, with activities from Oct. 16–19 and loading beginning Oct. 12. The applicant estimated about 1,500 attendees and said the event would include carnival rides, a beer garden, musical entertainment, food trucks, vendors and a 10-by-20 tent. Organizers told staff they will hire private security and off-duty officers; parking will be on Edwards Field.
Community development, police, public works, fire and building staff reported no outstanding objections for the three permits during the meeting. The DRC did not take a formal vote on any permit at the Aug. 13 meeting; staff directed organizers to supply outstanding materials and to confirm security details.
The DRC moved on to development project reviews after the special-events discussion.
