Commissioners approve operational actions: landfill-fee reduction for Rifle cleanup, hire authorization, sheriff software contract increase and forest-service G

Garfield County commissioners approved several operational and contractual items at the Aug. 4 meeting that affect county services and staffing.

Rifle fall cleanup: The board approved a request from Rifle officials to reduce landfill fees for the city’s 17th annual fall cleanup. Rifle’s community-service and public-works representatives described the program schedule and typical items to be collected and asked the board to approve a landfill-fee reduction for participants; commissioners approved the fee reduction by motion.

Criminal Justice Services (Community Corrections) hiring: The board authorized filling a vacant case-manager position in Criminal Justice Services (Community Corrections) above the midpoint of the normal hiring range. County staff told commissioners that recruitment had run a candidate who would require an above‑midpoint offer; the board approved authorizing the hire and permitted the chair to sign related paperwork.

Sheriff’s Office software contract: The board approved increasing the contract with Insight Public Sector Inc. to cover additional software needs for the Sheriff’s Office. County staff said the procurement uses state-price agreements and that budgeted funds exist to cover the increase; commissioners approved the contract amendment.

USFS Good Neighbor Agreement: The board authorized the chair to sign Modification No. 5 to the county’s Good Neighbor Agreement with the U.S. Forest Service (White River National Forest) to accept an additional $15,000 in funding for noxious-weed treatment on Forest Service lands; staff said funds are available through Dec. 31, 2027 and implementation details will be set in the off-season for fieldwork in 2026.

Why it matters: These operational approvals affect service delivery (cleanup access, corrections staffing), public safety software and intergovernmental vegetation/weed control work on federal lands. Several items were described as budgeted or previously discussed with departments.

Outcome: All items were approved by motions at the meeting. Staff will complete follow‑up contracting, recruitment and implementation tasks.
