YUMA, Ariz. — At its Aug. 6 meeting, the Yuma City Council adopted two resolutions on the resolution consent agenda: Resolution R2025-79, declaring intent to create Municipal Improvement District No. 130 for La Vita Townhomes, and Resolution R2025-80, approving a pre‑annexation development agreement with the applicant listed on the agenda.
Why it matters: Municipal improvement districts (MIDs) are commonly used to finance or coordinate public infrastructure or services for specific developments. The council action establishes the city’s formal intent and advances the development review process for the identified project.
Both resolutions were included on the resolution consent agenda, which the council moved, seconded and adopted by roll call. Council Member Morales moved to adopt the resolution consent agenda and Council Member McClendon seconded; the clerk read the two resolution titles and the council voted unanimously (Martinez, Morris, McClendon, Deputy Mayor Smith, Morales, Watts and Mayor Nichols voting aye).
The council did not take public comment on these items during the meeting and no additional details about financing, infrastructure scope or timelines were announced in the council discussion. The agenda listed the two items as: Resolution R2025-79, Intent to create Municipal Improvement District Number 130 La Vita Townhomes; and Resolution R2025-80, Pre‑annexation Development Agreement with JD and B Yuma RP P. LLC. The text of the resolutions, terms of the pre‑annexation agreement and any MID financing proposals will appear in the city’s adopted resolution documents and subsequent staff reports.
