The Pacific Board of Aldermen approved Resolution 2025-15 on July 1, authorizing the mayor to execute a lease with the Pacific Soccer Association (PSA) for use of athletic fields at Liberty Field.
During discussion, Alderman Cleave asked whether language the board had requested at a prior meeting — including a one-year notice and an approval requirement if the lease were revoked — was incorporated. Mayor Kelly and Attorney Jones confirmed that the contract includes a surrender clause providing for one year’s advance written notice. Mayor Kelly read language from Section 11 (Surrender of Premises) stating that the association must surrender the premises upon one year’s advance written notice.
Mayor Kelly also said Attorney Jones had provided a legal recommendation to include protective language in the contract. The mayor reported PSA continued to have some concerns that the city could terminate the agreement “at any time for any reason,” but that PSA understood the city’s legal position and was expected to sign the agreement.
The board approved the resolution on a motion from Alderman Cleave with a second from Alderman Madrigal; the mayor called for the ayes and declared the motion carried.
