PUEBLO, Colo. — Public comment and commissioner remarks at the Aug. 5 meeting highlighted local interest in supporting a proposed glycerin recycling business and other industrial prospects, while county leaders signaled they would pursue available avenues but may be constrained from providing direct large loans.
Dave DeCenzo told commissioners he supported a presenter from the previous week's pitch for a glycerin recycler with a 24-month plan and suggested financing could be provided in stages, noting county involvement might be possible through bonds or other instruments. “I wanted to talk in support of that fellow that came in, Ralph, last week with his, glycerin factory plan,” DeCenzo said.
Commissioners later discussed the proposal in commissioner comments, praising the pitch and saying the county will explore assistance and partner with PEDCO (Pueblo Economic Development Corporation) to help the project pursue financing. A commissioner said the project aligns with PEDCO's goals and suggested a letter of support would be appropriate. The same commissioner cautioned that a $12 million direct loan from the county “is fiscally achievable or legally allowed per Colorado State statute,” and that the county attorney is researching what is permissible.
The board expressed a general willingness to support economic development and identified PEDCO as a likely partner; no formal county loan or program commitment was made during the meeting, and any financial assistance would require additional legal review and possible coordination with state and other entities.
