Commissioners renew Office 365 licensing agreement with Liftoff LLC, citing vendor continuity over small price differences

Tillamook County approved a personal services agreement with Liftoff LLC on June 25 to renew Office 365 licensing and support services for county operations.

Operations Manager Jeff Underwood recommended renewing with Liftoff, saying the firm specializes in government customers and provides first‑line support and continuity. Underwood told the board that competing quotes were roughly $10,000 cheaper, but those rates reflected new‑customer incentives that would not be sustainable. He recommended paying a modest premium to retain the vendor relationship and avoid recurring vendor changes and reconfiguration costs.

Underwood described Liftoff’s role as more than a reseller: it serves as the county’s initial support contact and will escalate issues to Microsoft when needed. Commissioners agreed continuity in IT settings and vendor familiarity were important and supported the renewal. The board voted unanimously to approve the personal services agreement.

The order authorizes county staff to execute the renewal and continue Liftoff as the Office 365 licensing and support provider; staff will pursue normal procurement review and track contract renewal timing in future years.
