Council approves mulching head purchase for storm cleanup; extends golf-course contract as river-park master planning proceeds

The San Angelo City Council on Aug. 5 approved two separate items related to parks and storm-response work: a purchase of a mulching attachment for an excavator to clear woody debris from storm drains and outfalls, and a two-year extension to the municipal golf-course services agreement while the city pursues a broader river and park master plan.

Public Works requested approval to buy a Vermeer mulching head in the amount of $63,888 using stormwater fund balance. Presenter Ryan Kramer said the tool will remove woody vegetation and trees that are blocking drains and that the recent July flood accelerated the departments plan to obtain the equipment. Council approved the purchase 6-0.

Separately the council approved a fifth amendment to the Santa Fe Municipal Golf Course services agreement with Two Pro Management to extend the contract through Sept. 30, 2027. Staff said the Santa Fe Park Commission recommended the extension to maintain operations while the city proceeds with a river-master-plan process. The city released a request for qualifications for a river-master-plan consultant and expects consultant selection and a council recommendation in October; staff said the RFQ includes Santa Fe Park and envisions town-hall-style public meetings as part of the planning process.

Council discussion emphasized the need to ensure the extension is paired with a clear planning process for the park and golf course rather than indefinite deferral. Resident Jamal Schumpert urged broader town-hall outreach during the master-plan process so neighborhood ideas can be included. Council and staff said the consultant team will be responsible for community engagement, including public meetings.

Next steps: the purchased mulching attachment will be delivered and used for storm cleanup and ongoing maintenance. The city will proceed with the river-master-plan RFQ process and return with consultant recommendations for council approval in the coming months.
