Development Services staff told the Gilbert council they will amend the town’s municipal code to align construction noise rules with new state legislation that permits concrete pouring to begin one hour before general construction start times.
The change is narrow, staff said: current construction hours allow work between 5 a.m. and 10 p.m. year‑round; the amendment would allow concrete pouring to begin at 4 a.m. to match the state rule. “So the entire change to our muni code would just be to allow concrete pouring to shift from 5AM to 4AM,” the presenter said.
Council members had no substantive objections during the study session. One council member noted that the town “doesn’t have a choice” because the amendment responds to state legislation. Staff did not present a draft ordinance at the study session; the amendment will return to council as a formal text amendment for consideration.
