The Springdale City Council on Aug. 12 accepted the final plat for Noah’s Landing, a proposed single-family subdivision of 54 lots zoned SF-2.
Sharon Tronberg, the city’s Director of Planning and Community Development, said the subdivision had been originally approved for construction in 2021 and that the Planning Commission recommended approval 7–0. City staff displayed a site layout and said the developer dedicated the right-of-way necessary for a planned road-widening project in the area.
Council members asked about a labeled “private fire and access drive” on the plat. Planning staff told the council that the drive is private, would serve as a secondary emergency access, and would be the responsibility of the property owners’ association (POA) to maintain; staff said the developer had not requested the city to take on maintenance. The fire chief clarified that, under fire code, developments with more than 30 single-family dwellings generally require a second access or sprinklers and that a secondary access must be constructed to support emergency apparatus (an improved surface that supports 75,000 pounds and is all-weather). City staff said they would ask that any gate be set far enough from the public road to avoid traffic buildup if it is locked.
The council voted to accept the final plat and adopted the emergency clause. No public comments were offered at the meeting on this plat.
The council’s action accepts the final plat and allows construction to proceed subject to the approved plat conditions and any applicable permits and inspections.
