Keith County board adopts joint employee handbook, encourages department supplements

The Keith County Board voted to adopt a condensed joint employee handbook and encouraged departments to prepare their own supplemental handbooks for office‑specific needs.

County commissioner Thomas led the presentation of the joint resolution and described the handbook as a "condensed" document designed to provide general rules rather than detailed guidance for every office. Thomas and other presenters said departments should adopt supplemental documents for specific workplace conditions — for example, road maintenance crews operate during inclement weather and therefore may need different reporting expectations than offices that close.

A motion by Commissioner Anderson, seconded by Commissioner Schroeder, passed on a roll call vote. The board approved the handbook unanimously. County staff said the handbook runs about 12 pages, including cover and receipt pages, and that departments should add supplements covering issues such as absences, tardiness and confidentiality; the clerk's office noted one specific confidentiality difference for their office.

Commissioners asked for a signature sheet for elected officials to acknowledge receipt; staff indicated a signature roster would be available. The board asked departments to return supplemental drafts for review.

The board did not change any wages or other compensation in the action; it adopted a policy framework and left implementation details, including department supplements, to individual offices.
