The McFarland City Council authorized a 12‑month agreement to implement Procore construction-management software for the new police department building, with staff reporting the cost of $32,205.97 will be funded by a grant and will not affect the general fund.
Public works presenter Yerli Hernandez told the council the new police building was at “95% design completion as of 08/01/2025,” and the city planned to advertise construction bids in October with a projected groundbreaking before year’s end. Hernandez said Procore will centralize project documents — including RFIs, daily logs, submittals, budget tracking and change orders — and will speed implementation because staff are already familiar with the software.
Hernandez said in-house construction management is expected to save the city about 3–5% of total construction cost compared with hiring an external construction management firm; he gave a $10 million project as an example where savings would range from $300,000 to $500,000. "The financial impact for this Procore software is $32,205.97. It's important to note... there will be no financial impact to the general fund as the cost will be covered by the grant received for the police department," Hernandez said.
Action and vote: Council approved the purchase and the city manager was authorized to enter the 12‑month agreement. The roll-call vote was recorded as all yes (Mary Young; Vice Mayor O'Connell; Councilor Gonzalez; Councilor Perez; Councilor Gutierrez). Procore representatives were available to answer questions but no substantive changes to the procurement were made at the meeting.
Next steps: Staff will proceed with software implementation and prepare for the bidding phase of construction, with the Procore system intended to support in‑house construction management through the build.
