Human Resources staff Serena McEwen told the council the city currently offers a defined-contribution plan through John Hancock and that a defined‑benefit plan through CalPERS would be intended to strengthen recruitment and retention. McEwen said the resolution would allow CalPERS to begin administrative steps and that a final contract would still require later council approval; staff outlined a tentative timeline to seek contract approval in December and an effective CalPERS start date in January 2026 if a final agreement is reached.
Council members asked clarifying questions about next steps and employee voting; a staff member confirmed employees will participate in a voting process on the change. The council adopted Resolution No. 2025-1-17 on a roll-call vote (Mary Young—aye; Vice Mayor O'Connell—aye; Councilor Gonzalez—aye; Councilor Perez—aye; Councilor Gutierrez—aye).
