The Harrisburg City Council approved Ordinance 2025-2010 on second reading to rezone the north 80 feet of Outlot 1 in East Harrisburg from General Business to Central Business. City staff said the rezoning will reduce a nonconformity by allowing zero-foot setbacks permitted in the Central Business district and will help a property owner who plans an expansion obtain building permits.
Staff told the council the existing building encroaches roughly 0.4 to 0.6 feet into the right-of-way; the city will work with the property owner to resolve that encroachment through either an encroachment agreement or a narrow right-of-way vacation at a later date. Staff characterized that cleanup paperwork as administrative and said it should not affect the council's decision on the rezone.
A motion to approve the ordinance carried on second reading with an affirmative vote. Staff noted the rezoning follows Planning Commission review and first-reading consideration. No public comment in opposition was recorded at the meeting.
