The council set a second reading for an amendment to Chapter 5 (Animals) that would allow educational institutions to keep bees within city limits for instructional purposes.
City staff said the school district requested an exemption because beekeeping is commonly used in educational programs. Staff drafted the language using models from other municipalities and said the amendment creates an explicit exemption for educational institutions engaged in instructional beekeeping.
A district representative was present at the meeting to answer council members’ questions. Staff told the council the proposed language mirrors approaches used by nearby jurisdictions and that staff is available to refine administrative details prior to the ordinance’s second reading on July 15, 2025.
Council members voted to schedule a second reading; the motion was recorded as approved.
