Council adopts intergovernmental agreement with Navajo County Library District

The Pinetop Lakeside Town Council voted unanimously to adopt an intergovernmental agreement (IGA) with the Navajo County Library District intended to update a long-expired countywide library agreement.

Betsy, a town staff member who presented the item, told the council, “Before you is an intergovernmental agreement with Navajo County Library District. ... The Navajo County Library District was formed in 1959 by voters in Navajo County for the benefit of leveraging existing resources to improve library services for all residents of Navajo County.” She said the proposed IGA would be a five-year agreement and described the last IGA as dating to 1998.

Councilor Heisler moved to adopt Resolution No. 25-17-83, approving an intergovernmental agreement between the Navajo County Library District and the Town of Pinetop Lakeside for the period shown in the agreement and authorizing the mayor to execute it. During the motion the council questioned the dates cited in the motion — one speaker noted the period read “07/01/2025 through 06/30/2025,” and asked whether the end date should read 06/30/2030 to match a five-year term. A council member said, “I’ll have to look at the agreement because I thought I took it right off the agreement,” and offered to correct the dates if necessary. The council then voted to approve the resolution “as presented.”

The record shows the council adopted Resolution No. 25-17-83 unanimously; the presenting staff member recommended approval and agreed to confirm and, if needed, correct the contract dates after the meeting. No amendments or other substantive changes were recorded at the meeting.
