Staff reported a registry of more than 200 vacant business parcels in the city and said most are privately owned. Building Official John Myers told commissioners the former Big Boy property is now cleared and the owner is seeking buyers; staff said the city has a MEDC‑assisted pro forma for that site and may explore options to market or assemble parcels for redevelopment.
Commissioners and staff advocated overlay zoning for the 9 Mile Road corridor and streetscape improvements to create cohesive business districts. They also raised signage standards, facade incentives, and the need to coordinate with the DDA and the Chamber of Commerce. Commissioner Sasek recommended focusing on the Kelly Road corridor as a mixed residential/commercial area that could support small businesses; staff said initial planning steps and grant applications for Kelly Road are underway and that additional phases remain.
Staff noted a recent SEMCOG planning grant for Stevens Road (regional bike/transportation planning) and that the MEDC provided assistance on a pro forma for the Big Boy parcel. Commissioners discussed owner incentives to improve property appearance and buffering between industrial and residential areas.
No ordinances were adopted at the meeting; commissioners directed staff and consultants to carry these priorities into the master‑plan drafts and to schedule stakeholder outreach with the chamber and business owners.
