County revises HUD citizen‑participation plan to clarify appeals process

The Lake County Health and Community Services Committee on Aug. 5 approved revisions to the Housing and Community Development Commission’s citizen participation plan to clarify appeals and grievance procedures required by the U.S. Department of Housing and Urban Development.

Dominic Strezo, the county’s community development administrator, told the committee that the citizen participation plan is required by HUD for entitlement funding and documents the county’s policies for public engagement and transparency. "A citizen participation plan is a requirement by HUD to receive our entitlement funding," Strezo said during his presentation.

Strezo said the revision narrows and clarifies the appeals and grievance language, which had been written primarily for funding decisions (for example, appeals from applicants disappointed with funding awards). In consultation with the county state's attorney, the new language more closely follows the Code of Federal Regulations to allow staff to handle other types of grievances on a case‑by‑case basis rather than forcing a single, rigid procedure.

The committee voted to approve the resolution by voice vote. Strezo said grievances have been rare; he recalled "only one grievance" in his memory and described the change as designed to improve the county’s ability to respond to different kinds of appeals.

The approved revisions apply to how the county conducts needs assessments and funding application rounds under its consolidated plan and are intended to ensure the county remains eligible for HUD entitlement funding and to provide clearer procedures for citizens who file grievances regarding housing and community development programs.
