The Board authorized the chair Aug. 18 to sign a Department of the Army right-of-entry form so the U.S. Army Corps of Engineers and partners can conduct survey and exploration work at the Twin Sisters rock feature.
County staff said the Corps, Bonneville Power Administration and regional tribes requested access to assess graffiti removal, climbing aids and what would be required for restoration. Staff noted the Corps provided the right-of-entry form (an older May 1998 version) and the county completed required fields before the board signed. Commissioners approved the authorization by motion (vote 2'to with one commissioner absent) and asked staff to ensure the Corps coordinates with county public-works staff.
The action allows the federal and tribal partners to proceed with site survey work to inform a plan for any future cleanup or access work; commissioners treated it as routine permission to enable the Corps's field assessment.
