Council approves final plat for East Ridge Park PRUD phases 5D and 5E

The Layton City Council unanimously approved the final plat for phases 5D and 5E of the East Ridge Park Planned Residential Unit Development during its July 8 meeting.

Planning staff presented the two final phases for Adams Property LLC, describing Phase 5D as a 3.2-acre section containing 10 single-family lots and Phase 5E as a 4.98-acre section containing 11 lots and a 20-foot Cades Creek Trail easement that affects the rear portions of specific lots. Weston Apollonia, planning staff, said the lots in 5D range from about 6,800 to roughly 20,300 square feet and that easements are required to protect retaining walls and slope stability.

Apollonia told the council that planning staff and the planning commission support approval, noting extensive geotechnical review and monitoring. The developer contracted IGES for on-site compaction and vibration monitoring, and the city’s geotechnical consultant (Golder) previously reviewed the development; staff said a letter from the geotechnical engineer will be required once street and utility improvements are installed.

In response to a council question, Apollonia explained the easement requirement is intended to prevent future homeowners or builders from removing or altering retaining walls that are critical to slope stability. Another council member asked for background about the project’s lengthy review cycle; staff said the site was extensively reviewed at the preliminary-plat stage in 2015 and that the current filings complete the phasing process.

A council motion to approve the final plat for East Ridge Park PRUD phases 5D and 5E passed with a vocal “aye” and no opposition.

Staff noted final covenants and supplementary subcovenants will be submitted for review with the phase completion.
