District staff told the board they had completed a structural analysis for the new Lamoille tower and that, with Verizon’s proposed loading, the new structure would be at approximately 62% capacity based on the submitted loading plan.
A staff member said Verizon plans to relocate sector antennas from the old tower to the new Lamoille tower and add one or two microwave links; staff said moving the microwave and sector antennas should reduce loading on the older structure and create room for other agencies. The district will run a follow-up structural analysis after Verizon completes relocations to confirm remaining capacity. "You will have a decent amount [of capacity]," a district engineer said, and recommended a new structural analysis once relocations are complete.
At Grindstone, staff reported that Verizon is relocating sector antennas to a new tower as part of a 5G upgrade and that the microwave backhaul upgrade will change lease pricing; the district said Verizon understands it must relocate antennas off the old tower prior to microwave upgrades because the old tower is near capacity. District staff reported the permit for Verizon work was just pulled and said lease rates currently remain at previously negotiated levels.
The board also reviewed final Lamoille drawings and site mapping (page 69 in the packet), which show underground grounding, utilities, foundations for the old and new towers, side-view antenna feeds, owners and equipment make/model and azimuths. Staff said the drawings will be updated as equipment changes and that the district can produce similar drawings for other sites upon request. Board members said the drawings are an improvement over previous records and provide a useful digital baseline for future work.
No lease rate changes were approved at the meeting; staff will continue to negotiate equipment lists and pricing with Verizon and will return with updated analyses and draft lease changes if required.
