Durham Springs — The Durham Springs City Council on Aug. 25 authorized Mayor Gerard Landry to sign Task Order No. 2 under the Louisiana Department of Environmental Quality (DEQ) fiscal year 2025 grant to begin flood mitigation work, including home elevation assessments and related services delivered by QES.
The mayor said QES performs the city’s mitigation and home-elevation work and that staff member Janette manages that program. Councilmember Liam Williams moved to allow the mayor to sign the task order and Councilmember Gilbert seconded; the clerk called the vote and the named members voted yes.
Council discussion was procedural: staff explained the task order is required to initiate the mitigation process under the current DEQ grant for the year. No additional conditions, local-match figures or implementation timetable were provided during the meeting record. The action authorized the mayor to execute the task order so grant-funded mitigation activities can proceed under the DEQ fiscal year 2025 award.
The meeting record does not show public opposition or additional funding details; the council did not adopt new local appropriations on the item during the session.
