Committee recommends FY25 amendment to close old funds, transfer VAWA reimbursements and redistribute refunded bond proceeds

On Sept. 3 the Finance & Budget Committee recommended that the City Council approve Amendment No. 10 to the fiscal year 2025 budget, described by Budget Manager Rick Gentry as part of the audit/closeout and Workday transition.

Gentry told the committee staff were using the Workday transition as an opportunity to clean up funds that have been inactive for several years. The amendment includes the city's annual transfer related to the Violence Against Women Act (VAWA) grant, which covers staff time in police and the prosecutor's office and will move to direct charging in Workday in the future. It also closes the former Water District 14 fund and a debt service fund related to a 2012 refunding of utility revenue bonds, redistributing those balances to construction funds — the funds' original purpose, Gentry said.

The committee voted to recommend the amendment to full council with recorded "Aye" votes from Chair Shields, Mayor Pro Tem Tim Lopez and Council member Funk. Staff said the changes are part of audit closeout work and the transition to Workday's accounting model.
