Planning Commission approves KB Home plan amendment and 54‑lot tentative map; forwards items to County Commission

Clark County’s Planning Commission on July 15 approved a linked package of land‑use changes for a KB Home project that would redevelop 7.04 acres south of Agate Avenue into a 54‑lot single‑family subdivision. The commission approved a plan amendment, a zone change to RS‑3.3, a vacation of easements, a suite of development‑standard waivers, and the tentative map, and forwarded the package to the Board of County Commissioners for final action on Aug. 20, 2025.

KB Home’s representative, Bob Groenauer, told the commission the site is an infill parcel surrounded by a mixture of existing residential and commercial land uses; he said the requested RS‑3.3 zoning and mid‑intensity plan designation are consistent with nearby approvals and represent a transition between higher‑intensity uses to the south and lower‑density lots north of Agate.

Among the technical waivers the applicant requested, Groenauer said the developer sought a reduction of rear yard setbacks from 15 to 13 feet on about five lots (lots 46–50) to accommodate a larger house model option, an increased wall height where the site abuts a property master‑planned for commercial use, relief from the residential adjacency standard, and some internal curb/drive offsets. Public Works and staff reviewed the requests and recommended approval with conditions in the staff report.

Commissioners noted the proposal included sidewalks and no 0‑lot lines, and emphasized that the project would be served by existing infrastructure. Commissioner Mujica said she had met with the applicant and staff and supported the package; she moved approval of the plan amendment and, subsequently, the zone change, easement vacation, waivers and tentative map. The motion carried and the items will be sent to the Board of County Commissioners for final action on Aug. 20, 2025.

The approved tentative map would create 54 single‑family lots and common areas on the 7.04‑acre site; developers will complete required technical reviews and comply with staff conditions before final map recordation and building permits. The commission’s action is subject to appeal and to the final decision by the Board of County Commissioners.
