On Aug. 20, 2025, the St. Charles County Planning and Zoning Commission rejected a preliminary plat application (PRE25‑09) that would subdivide 433 Snipes Drive into two lots, voting 3 in favor and 4 opposed. The application, filed by property owners Angela and John Crane, proposed creating a 0.6‑acre lot and a 2.46‑acre lot from an existing parcel described in county records as about 3.45 acres.
The commission heard from county staff, who said the proposal met the technical requirements of Chapter 410 of the county code and that utilities would be provided by Missouri American Water (water) and Duckett Creek (sanitary sewer). Planning staff noted five letters of opposition and one letter of concern in the record and recommended approval.
Neighbors and the applicant spoke during the public hearing. Elizabeth Drury, who gave her address as 400 Snipes Drive, said she was representing several neighbors and argued the split would “devalue our properties” and “destroy Greenway,” and questioned limitations on future building for the smaller lot. Angela Crane, the property owner, told the commission she and her husband live on the parcel and are subdividing “to sell the lot and the house separately.” County Public Advocate Arnie C. (A.C.) Dinoff said he saw “both sides” of the issue and noted prior similar subdivisions in the area but declined to take a formal position.
Commission discussion focused on neighborhood character and whether the subdivision met zoning and technical standards. Several commissioners expressed that they disliked the result but, as one commissioner put it, a determination turns on whether the application meets applicable code. After debate, the motion to recommend approval failed, 3 in favor and 4 opposed.
Because this vote was a recommendation, the matter will be read to the County Council and placed on the council agenda for Sept. 8, 2025. County staff reminded the public that a supermajority (five of seven councilmembers) is required for final approval if a petition meeting the county threshold is filed.
The application record shows: the existing zoning is R1E (single‑family residential); the applicants propose two lots (0.6 acres and ~2.46 acres); water service is Missouri American Water and sanitary service is Duckett Creek; the staff report lists five written letters of opposition and one letter of concern. The preliminary plat vote by the commission was a recommendation only; any final action rests with the County Council.
