Council awards $1.46 million citywide right-of-way maintenance contract

The City Council voted to award the 2025 citywide right-of-way maintenance contract to Schroeder Asphalt Services Inc. for $1,464,898.53. The resolution authorizes work including sidewalk replacement, pavement patching, pavement markings, bike-path maintenance and crack sealing across the city.

Tim Weidner, engineering division, told the council, “So this is one of our annual contracts we go out to,” and said Schroeder was the low bidder and had performed similar work for the city previously. He said the bid package included a snapshot list of expected projects (Exhibit C) but quantities can shift as needs emerge.

The council discussed resident complaints about construction barricades and incomplete landscaping after work. Chairperson Juany Garza and other members asked staff to follow up on specific sites where barricades remained. Weidner said crews typically remove barricades once restoration is established and that he would investigate lingering barricades in alleys identified by council members.

Alderwoman Bate moved approval; Alderman Jonathan Nunez seconded. The motion passed by voice vote, recorded as 4-0 in favor.

Weidner said the contract draws on multiple capital improvement accounts used across overlay and utility projects; when asked whether bonds would be required, staff replied the funds are “money that’s already here” drawn from existing CIP accounts. He also said the city attempts to coordinate striping and other maintenance work with utility projects to gain economies of scale.

Council members asked for ward-level project lists and mapping; Weidner said Exhibit C and contractor maps can be shared with members. One councilor raised a specific site on Chadwick Court for follow-up. The resolution passed with the council directing staff to follow up on outstanding barricade and landscaping issues raised during the discussion.
