Commission approves demolition and conditional redevelopment plan for 809 Madison Street; commissioners require neighborhood features

The Historic Preservation Commission approved demolition of a deteriorated property at 809 Madison Street and voted to permit a new multi‑unit design with conditions intended to preserve neighborhood character.

Staff described the existing property as heavily deteriorated and closer to a condemned condition, noting open access and interior damage. Because the structure was not classified as historic in the city survey, staff recommended demolition be allowed; the owner presented a proposed replacement design featuring small front yards, a low wood fence and rear parking. Commissioners emphasized preserving a neighborhood feel: several members requested a small front wood fence, front landscaping (grass and at least one tree), and a concrete pad in the alley for trash cans.

The commission approved demolition and then approved the new design with the additional stipulations — a landscaped front with grass, a low wood fence to maintain a residential look, and a concrete pad in the alley for trash pickup. The commission recorded the approvals by voice vote and directed that the COA and building permit drawings reflect the stipulations.
