Resident alleges irregularities in OCIC appointment process during public comment

During the public-comment portion of the meeting, resident Mark Chesler addressed the council with detailed allegations about the November–December 2024 appointment process for the Oberlin Community Improvement Corporation (OCIC). Chesler asserted that more applications existed than were disclosed at the OCIC meeting and that certain private-sector applications were not forwarded to the OCIC secretary as he expected.

Chesler read a timeline of emails and stated that nine applications had been submitted to the city clerk’s office by Nov. 15, 2024, but that only two appeared on the OCIC agenda. He claimed that some applicants were not characterized correctly in communications and that one application was added to the agenda belatedly. Chesler asked that his prepared remarks be added to the meeting minutes; the clerk accepted a copy for insertion.

Council did not take action on the claims during the meeting. Council President acknowledged the remarks and invited additional public comment later in the agenda. Chesler’s statements were delivered as public comment and were not corroborated or adjudicated during the session; council did not announce any follow-up investigation or formal review at the time.
