A member noted the rules change requires a supermajority of the full board (the exact fraction was discussed as 3/5 at the full board level) and therefore will need to be adopted at a subsequent full‑board meeting with the appropriate threshold. Members who had opposed the 9:00 a.m. start said the 9:30 a.m. time provides a needed cushion for staff and reduces interruptions caused by technical/login issues prior to meetings.
The committee approved the amendment and moved it forward accordingly.
