Snohomish County Council on Wednesday approved two agreements with Pacific Security to provide security-guard services at the Edmonds and Everett NewStart centers while renovations and contractor transitions continue.
Council staff said the contracts would be retroactive to April 1, 2025, and run through June 30, 2025, and may be extended for up to two additional six-month periods if needed. Deb Lisonbee Bell told the council the previous security contract had expired and unforeseen permitting delays had postponed the general contractor takeover, creating a gap in security coverage.
Staff also said each facility has a remaining security budget of $92,000. Council members approved both motions—25-237 for Edmonds and 25-238 for Everett—by unanimous voice vote, 5–0.
Why it matters: the agreements ensure continuous security coverage at two county NewStart centers while facility renovations and contracting are delayed. The contracts were presented as temporary, stop-gap measures until a contractor transition or renovation is complete.
Supporting details: the agreements name Pacific Security as the provider; the start date is retroactive to April 1, 2025; the initial term ends June 30, 2025, and each agreement allows for two additional six-month extensions. The staff report identified an unspent security budget of $92,000 at each facility to cover the expense.
Next steps: county facilities and ORR staff will manage the contracts and monitor whether extensions are necessary depending on construction and permitting progress.
